Patsy brings more than 20 years’ experience developing, leading and evaluating healthcare compliance and privacy programs for complex healthcare entities.

 

Ms. Bickel held leadership positions as Compliance Officer, Compliance & Privacy Officer and Director, Professional Integrity Program for USF Health at the University of South Florida. In these roles, Patsy led the development, implementation and operation of the healthcare Compliance, Privacy and Professional Integrity programs. She developed and directed a billing integrity program to educate 450+ physicians and other providers in a multi-specialty group on documentation and coding of services and to monitor and audit the accuracy of billing. She oversaw the development of a comprehensive Professional Integrity Program to address all laws and regulations applicable to a complex academic health center. She led the implementation of the HIPAA Privacy Rule and co-led implementation of the HIPAA Security Rule at USF. She was an active member of the Association of American Medical Colleges (AAMC) Compliance Officers Forum and collaborated with colleagues at academic medical centers across the country to advance compliance and privacy programs.

 

Patsy also served as Director, Privacy Services at CynergisTek, Inc., a cyber-security, privacy and compliance consulting company. As Director, Patsy led a team to provide privacy program assessments, healthcare compliance program assessments, interim privacy and compliance staffing and a monitoring service to assist clients in identifying HIPAA breaches within systems containing protected health information.

 

Patsy has been a speaker at national and regional meetings on compliance and privacy topics.

 

Patsy brings a practical perspective to compliance based on her previous healthcare operations experience as a college of medicine administrator, responsible for overall financial management, physician practice and research administration.

  • Conducted assessments of HIPAA Privacy programs for large hospital systems and health plans

 

  • Conducted assessments of healthcare compliance programs, including for a large hospital system and an academic medical center

 

  • Developed and directed a physician billing monitoring program based on an annual risk assessment

 

  • Conducted audits of billing irregularities and initiated repayments as indicated, and responded to physician billing investigations by Medicare and Medicaid

 

  • Investigated privacy incidents to identify reportable breaches and complete required notifications, and responded to HIPAA Privacy investigations by the OCR

 

  • Available for interim/remote compliance and privacy officer assignments and to assist with the development and improvement of compliance and privacy program documentation, reporting, policies and procedures,
    and training
