Dwight has more than 40 years of leadership experience in the health care industry, where he has focused on compliance, risk management, and operations management.  Dwight started his health care management career as an Executive Director of Support Services for a 721 bed Medical Center with oversight of 14 departments. Prior to working in the health care industry, Dwight was in law enforcement for 13 years.

Dwight has spent the last 20+ years in compliance leadership and consulting roles.   His work in the compliance arena has focused on implementation and management of compliance programs.  He served as a System Compliance Director with a large West Coast healthcare system where he worked for 20 years.  As a consultant, Dwight has filled several interim compliance officer positions in academic medical centers, health systems, hospitals, research programs and physician practices.  He has also worked extensively on matters involving physician and referral source arrangement compliance with the Stark Law and Anti-Kickback Statute.  Dwight has conducted numerous investigations of alleged instances of non-compliance.  He has also led and participated in multiple structured compliance program effectiveness reviews, and compliance risk assessment processes.

 

Dwight is a member of the faculty for the HCCA Basic, Research and Privacy Academies.  He serves as an exam writer for the CHC, CHC-F, CHPC, and CHRC exams of the Compliance Certification Board. He speaks nationally on various aspects of compliance including Stark risk mitigation, conducting investigations, operationalizing research compliance programs, conducting risk assessments, and Board responsibilities.

Representative Matters:
  • Served as interim compliance officer and interim research compliance officer for complex healthcare organizations
     

  • Conducted audits and process reviews of physician and referral source arrangements processes and aided in the development of arrangements compliance systems and processes
     

  • Conducted compliance program effectiveness reviews and risk assessments for academic medical centers, hospital systems, and children’s hospitals
     

  • Managed Independent Review Organization engagements, and served as IRO for CIA-obligated organizations
     

  • Conducted a complex investigation into Stark and Anti-Kickback allegations and developed data and facts to be used in a self-disclosure
